What is "by right"?
The current Hilton Bluffs project is being proposed as "by-right", meaning that the developer's private property rights allow for all aspects of the project to continue and do not require county input. We believe in private property rights, but also that "no man is an island" and that development of this magnitude has the ability to decimate ecosystems, increse traffic flow, flood neighboring developments, contribute to school crowding, and fundamentally alter the overall way of life for everyone living and working in Castle Hayne and that it does not reflect the Residential Agricultural zoning of this part of the county.
What is performance residential?
The developer is using a loophole known as "performance residential" in order increase subdivision density by factoring in unbuildable wetland acreage to increase the number of buildable homes while avoiding the rezoning process.
What is Save the Hayne doing?
We have retained a lawyer and have filed a lawsuit and an appeal at the county level to address these issues and more involving violations of property rights and traffic issues that will arise from this development. We are appealing to the county to maintain the Rural Agricultural zoning and to protect Castle Hayne, its residents, farms, parks, waterways and citizens.
